Maastricht University charges, for the first year, a tuition fee of 2,143 € for EU/EEA citizens (there are some exemptions); and a total of 16,800 € for non-EU/EEA citizens. The University of Cologne does not charge tuition fees. The Dutch government called upon the Dutch universities to reduce the institutional tuition fee only for academic year 2021/22 with € 1,084, so now the statutory fee for this program is 1,084 € instead of 2,168 €, and the institutional fee for this programme is 15,716 € instead of 16,800 €.

Bachelor's degree (or equivalent) with at least 36 ECTS credits in political science and at least 9 ECTS credits in methodology and empirical social research.

Required ECTS credits: 180.

Additional information:
You can show your English language skills by submitting a German school-leaving certificate (eg Abiturzeugnis ) with at least 5 points in the German grading system (end of class 11 (G8) or end of class 12 (G9)), or a bachelor's or master's degree taught entirely in English, or a double bachelor's degree during which you spent at least one year in an English-speaking country, or an International Baccalaureate, or if you are a native speaker (this will be verified by school certificates).

Application Documents


Students need to fulfill the requirements of both universities in order to be admitted to the double master's program.

  1. Bachelor's degree certificate: if you have not finished your bachelor studies but have passed at least 80% of the required credits (at least 144 credits in a bachelor degree carrying 180 ECTS credits), you can apply by submitting a confirmation of all credits earned so far, along with a provisional average grade computed and certified by your examination office. Please note that the remaining credits must be earned by September 30th at the latest.
  2. Transcript of records stamped and signed.
  3. Transcript of a semester abroad: if examinations passed abroad should be considered for meeting the admission criteria, the courses have to be recognized by your home university as part of the bachelor program. Courses must be recorded in your transcript of records.
  4. University entrance qualification eg school-leaving certificate/A-level/Abitur.
  5. An official description of the content of all taken bachelor courses/lectures eg course catalog/module catalog or PDF-file with link to course descriptions on the university's website.
  6. CV in English.
  7. Letter of motivation in English. Please provide good arguments about why you want to do this double master's program and why you believe that you can successfully complete the program. You may submit the same motivation letter for your application to Maastricht University.
  8. Two writing samples: proof of sufficient academic writing/research skills. Please submit an academic paper, and/or a thesis from your bachelor's program written in English and/or an essay on a topic specified by the Admission Board of Maastricht University. If you have questions on further specifications in which writing samples will be accepted, please contact Maastricht University.
  9. Proof of sufficient English language skills (see language requirements).

Students, who did not obtain their bachelor's degree in Germany or at Maastricht University must additionally apply via uni-assist by handing in the following documents by post after registering online:

  1. Authenticated (and translated) copy of bachelor's degree certification or attestation of 80% studies (and transcript of records).
  2. Authenticated (and translated) copy of university entrance qualification (eg A-level/Abitur).
  3. Authenticated copy of proof of English language proficiency (see language requirements). The language test via uni-assist for students who cannot provide this by the deadline has been suspended. Now you do not have to present a certified language certificate to uni-assist. Should uni-assist have evaluated you negatively due to a lack of language skills or the wrong form of the language certificate, your application will automatically be re-evaluated.
  4. Applicants with Chinese (except Hong Kong), Mongolian or Vietnamese bachelor's certificates must submit an original APS certificate (certified copies cannot be accepted).

Documents must be in English or German. Documents in other languages ​​will need to be translated.
