The Hochschule für öffentliche Verwaltung und Finanzen Ludwigsburg (HVF) is the largest state university for higher civil service in Baden-Württemberg and is based in Ludwigsburg. It was established on 1 September 1999 through the merger of the University of Applied Sciences for Public Administration and the University of Finance. With around 2,600 students in the summer semester of 2023, approximately 75 professors and over 500 employees, the HVF offers practical and well-founded training. The range of courses includes several bachelor's degree programmes with civil servant status, such as ‘Public Management’ (B.A.), ‘Digital Administration Management’ (B.A.), ‘Tax Administration’, ‘General Financial Administration’ and ‘Pension Insurance’ (all LL.B.), as well as part-time master's programmes such as ‘Public Management’ (MPM) and ‘European Public Administration’ (MEPA).
