It is an administrative institution of the Free State of Thuringia that operates under the supervision of the Thuringian Ministry of the Interior and Municipal Affairs. Its main campus is in Gotha, and its police department is in Meiningen. The university offers three dual career-path programs to train future civil servants for the gehobener nichttechnischer Dienst (upper-level non-technical administrative service): General and Local Administration, Tax Administration, and Police Service.
