- Total tuition fee is 37,500 €. Students who submit their application by November 30th are eligible for the early bird offer and receive a tuition reduction of 2,000 € (can be combined with scholarships). It is encouraged for all students who want to be considered for a tuition waiver or scholarship to apply by the priority deadline of Fеbruarу 1st.
Course Description
In a world beset by complex, multi-layered, and interrelated governance challenges - such as democratic backsliding, growing economic inequality, disruptive technologies, climate change, and armed conflict -, there is an increasing need for interdisciplinary, skilled, and versatile professionals who not only have an analytical and nuanced understanding of these challenges but are also willing to move to action and make a contribution to good and responsible governance at the local, national, regional or global scale.
If this sounds like your calling, the Master of Public Policy (MPP) might be the right choice for you.
Requirements
Qualification Requirements
Bachelor's degree (or equivalent). Open to all academic backgrounds.
Minimum standard period of study: 6 semesters.
Required ECTS credits: 180.
You can apply without an undergraduate certificate but you will need to have completed your undergraduate studies by August 31 to be able to register for the program beginning on September 1 of the same year. If you are not yet in possession of your certificate, please indicate on the application when you will receivе it.
Work experience is not required; however, relevant work experience (internships, project management, regular job positions, etc.) will be an asset to your applicatiοn.
GRE results are not required; however, it is encouraged for applicants to submit their results if they are taking the test anyway, as it helps to evaluate the candidates’ profilеs.

Application Documents
Please upload the required supporting documents in .pdf format to the online application portal:
- Your curriculum vitae (in English or German).
- A letter of motivation explaining your specific interest in the study program and how it relates to your professional aspirations. Your letter should be 500-900 words.
- Copies of official academic transcripts and diplomas of all attended universities. Every transcript must include a transcript key (an explanation of the grading system). If these documents are not in English or German, the applicant needs to provide a certified or notarized translation into English or German. Hard copies are not required until after acceptance into the program.
- An English proficiency certificate (for non-native English speakers, see language requirements). Please note that English test results can be provided after you submit your application to the Hertie School. You must send the certificate to the admissions team via e-mail at grad-admissions[at]hertie-school[dot]org. The deadline to submit English test results is June 1st.
- Regarding the letters of reference:
- You are welcome to upload multiple letters of reference with your application. It is not required to upload letters of reference, however.
- Referees may use the reference form provided by Hertie School, but it is not required. A reference in the form of a standard letter will also be accepted.
- Applicants are required to provide the contact information of one referee, either academic or professional, in their application form. While referees are not obligated to submit letters directly to the Hertie School, the admissions committee may reach out to them if necessary.
- Applicants who wish to include letters of reference in their application to further demonstrate their academic achievements can do so by uploading them with their other application documents in the application portal. While including these letters is encouraged, it is not a mandatory requirement.
- Only institutional email addresses of the referees will be accepted.
All documents, including letters of reference, must be submitted in .pdf fοrmat.
