The Kommunale Hochschule für Verwaltung in Niedersachsen (HSVN), also known as the Lower Saxony Municipal Management School, is a non-public university of applied sciences located in Hannover, Lower Saxony, Germany. Founded in 2007, the HSVN is sponsored by the Niedersächsisches Studieninstitut für kommunale Verwaltung e.V. (NSI), an association of most of the municipalities in Lower Saxony.

With approximately 800 students, the HSVN offers specialised programmes in the field of public administration and management. The university offers two bachelor programmes: "General Administration and Public Management.
