The Kommunale Hochschule fĂŒr Verwaltung in Niedersachsen (HSVN), also known as the Lower Saxony Municipal Management School, is a non-public university of applied sciences located in Hannover, Lower Saxony, Germany. Founded in 2007, the HSVN is sponsored by the NiedersĂ€chsisches Studieninstitut fĂŒr kommunale Verwaltung e.V. (NSI), an association of most of the municipalities in Lower Saxony.
With approximately 800 students, the HSVN offers specialised programmes in the field of public administration and management. The university offers two bachelor programmes: "General Administration and Public Management.

Numerus Clausus (Admission Restriction)
For degree courses with a numerus clausus, part of the study places are allocated according to the grade point average (GPA) of the previous degree. Selection is generally based on how many applicants apply for a place. The higher the grade, the more difficult it is to get onto the course. The German grading system ranges from 1.0 (very good) to 6.0 (unsatisfactory).
