The Hesse University of Finance and Administration (HHFR) in Rotenburg an der Fulda is a public university of applied sciences under the jurisdiction of the State of Hesse and serves as the central training institution for the state’s tax authorities and judiciary. Founded in 1953 as the State Finance School and elevated to university status in 1980 (formerly Rotenburg University of Applied Administrative Sciences until 2010), HHFR is located in a distinctive thirteen-storey tower that, along with modernised lecture halls and residential buildings added in 2000, shapes the local skyline. With around 1,498 students enrolled in the 2023/2024 winter semester, the university offers dual three-year programmes in Financial Administration and Taxation (Diplom-Finanzwirt FH) and Administration of Justice (Diplom-Rechtspfleger FH), combining 20–21 months of academic coursework with extensive field training in cooperating offices. Teaching takes place in fixed cohorts of 20–25 students, creating a structured, school-like learning environment.
